It allows you to backup and restore your World of Warcraft Interface and settings (including addons) across nearly all versions of the game.
Additionally, it offers features to create symbolic links:

Between different WoW accounts, to share the same "SavedVariables" folder (game & addons settings)

Between different game versions, to maintain a consistent setup. For exemple you can permanently sync your interface and settings from Retail to Cataclysm Classic or even MoP Classic Beta.
