PoM bug

Yesterday on my server's realm forum, a Mage was bragging about how he owned a bunch of horde when he used an exploit of PoM.

He says he was able to make PoM bug out where he could continue using it over and over. So he was spamming instant cast frost bolts over and over. Finally someone dispelled it off him.

Does anyone know how he could have done this? I was thinking of testing this out. Maybe a certain combo of PoM and another spell causes this to happen?

Maybe no cooldown on it (can be made if you know hex value )

This is an amazing old glitch. Last time I heard it was done by getting feared or MCed through the portal in a BG.
