I am against terrain exploit in faction cities, lower level explorers cant go there in the first place, atleast not without dieing 50 times, and that number might even increase on high populated servers...

If you are horde and want to go to an ally city. make a char on another server? (If PvP server, we all know what happends on PvE ones..)
If it's a horde city and you are horde. What's the problem?

Because you cant use all off your abilitys or use certain abilitys becuase you have learned them yet or are to low lv...
