Yes, there is a quest there. You have to speak to a Dwarf or something and then you got to kill 3 Ambushers or something. I've done it as well.

Cut-Throat Alley is a currently unpopulated alley of the city of Stormwind. The alley is in the same part as Dwarven District. It can be reached by passing through a house in The Canals, it's coordinates are 56,29. Oddly enough, you cannot mount in this area.

It is possible this is a reference to Jack-The-Ripper

Truth be told, it's in the Dwarven District. The Brotherhood, aka, Edwin Vancleef and his ruddies, were rebuilding Stormwind and then began to riot. I'd hazard a guess that some wanted to say, as stated by the town hall person in Stormwind, and they had to hide as it was a kill-on-sight situation. Then again, I might be wrong.

I created an alliance on an RP server but I didn't find any cybering =(
