I was walking around Org when i heard that "stealth sound" and i thought there was a Alli in org, so i started spamming arcane explosion where i heard the sound. and then this dude poped up.

Yes, this guy was placed in orgrimmar rooftops everywhere as a guard, he hits pretty hard and is there to fend off rogues or alliance on the roofs ganking unfairly in org.
