Icecrown Citadel =! random cultist building. Anyways, looks like from watching the video, you can skip 7/8 of the levitate wallclimbing effort just by using LFD with a priest friend to clear to last boss and continue from there :P

There was an invisible wall when I was there last time but you could be right that you can get there by levitating from there since 3.3.3
