your correct its called stormwind vault, but blizz hasnt got any plans for this area... They DID have them they wanted it to make like stockades only harder.
But blizz isnt going to do that anymore because they prefer instaces that can be reached from horde Side aswell and vise versa.

So no plans to make it a future instance...

This is OOOOLLLDDDD NEWS. I used to do this back during the beginning of BC. But I'm pretty sure since they've taken wall jumping out of the game it's impossible now.
