Very Interesting find, Nicely hidden and very un-noticeable. I found them while I was searching for some ore for mining. Here are some screen shots and some locations.

Um... yea it is available from guards. I've known about this since (literally) my first day of playing wow way back at launch when i created my first character. Was a warlock with herb/alch and the guards standing in SW and patroling the roads sent me to this house. Also theres usually an earthroot and a peacebloom both behind the house.
