He sells mining supplies, and is accompanied by two level 67 (for the time being, 67 that is) booty bay bruisers.

It's Newmans Landing, the area was suposed to be alot of easter eggs,

adding npc's there probably makes the tree it was, four.

A place which is kind of hidden, where there has been nothing in any patch, and all of suddenly they add a NPC there who sells mining supplies. I suppose it's easter egg.

The Admiral also sells Plans: Solid Iron Maul, a limited supply blacksmithing recipe needed in some quest, which can be a pain to get sometimes. The place could aslo be used for farming Bloodsail rep, as there are two bruisers. I guess as an easter egg he is a reference, maybe a Blizzard developer who has retired?
