If you want to explore all the pictures that I think can be used, do the following.
In Battle.net
Find the regular WoW launcher page
Open the 'Options' drop down list and select 'Game Settings'
Scroll down to 'World of Warcraft' and check 'Additional command line arguments'
Add '-console' to the arguments text box
Click 'Done'
Launch Game
At the character selection page, launch console with the ~ key
Run "exportInterfaceFiles art"

Also got a 24hr mute, can confirm it was worth it.
For anyone trying to figure out the correct values:
Taking the mage one as an example:
1200:1200:605:945:130:585
translates to
"Assuming a picture size of 1200px by 1200px, the cutout starts at 605,130 and ends at 945,585."
Visual reference:
1200:1200:x1:x2:y1:y2
You can also flip the image if you start in the top right corner and end in the bottom left corner.

could this have been hotfixed on classic? I was able to do this on retail but couldn't quite get it to work on classic. the picture shows up in the macro itself but returns nothing when i attempt to input it into chat.

So I got a 24 hour silence for posting amidst the political crap in trade chat for “abusive chat” lol. Guess death threats and politics arent considered abusive. Totally worth the silence tho, had so many people reposting the fire ladies in chat lol.

No you can’t, this is taking icons from the wow client itself so you can only use whatever icons are available there. The only way would be to send out a patch with your icons in it for other players to see.
