It's actually nothing more complicated than lag between the client and server. Your client records your character at a position further down than the server says it is. So, when you request to cast the Blink spell, the server confirms that request at the Y position that your character has been recorded at. If you haven't yet hit the ground as far as the server is concerned, you won't take any fall damage.
You can look at your latency bar for how fast your reflexes are going to have to be - if it says 200ms, you have 1/5 of a second from the point at which your character touches the ground, to cast Blink and get off scot-free.
An easier way to do this is to time your cast for the instant before you touch the ground, in order to compensate for a slow reaction time.
