(Minor) Blacksmithing recipe, Stormsteel Saber

You don't need to learn Stormsteel Saber rank 1 and 2, you can directly skip to rank 3.

You can buy this rank 3 recipe if you are revered to The Honorbound or to 7th Legion at their emissary.
Lvl 1 Kul Tiran blacksmithing is enough to learn it rank 3 (while rank 1 require 95, and rank 2 require 120).

I could not find other recipe working this way.
