Use: +spell dmg permanently?

Ok so I was going through wc, and the robes of the moccasin dropped, and it took me a second to realize that the +spell dmg at the bottom was a Use: but didnt have a time limit. I'm not 100% sure if this is a exploit but yeah.

Currently its set up as a "use" instead of "equip", and you can't use it to activate the spell damage.

The currently bugged use effect will be changed to an equip effect in patch 2.3.1.
