Requirements: Flight masters whistle AND crab ballooning fishing quest in Val'sharah.
During the Val'sharah fishing quest (27,34) where your required to attach balloons to crabs at the bottom of the see, you get a buff from the quest giver on the boat that allows you to move at 200% speed on the sea floor. Complete the quest then, while on the sea floor, you can use the flight master whistle to teleport to a flight master while still keeping the invisible movement buff... you keep the speed during stealthed and can also mount normally to surprise people when you dismount for pvp, great for world pvp... must be other uses that people can find .
