The old, removed quest (this NPC used to be in UC) had it count towards EK Loremaster. I'd assume even though they, for some reason in this patch, slapped him outside of Orgrimmar, the same rules would apply to his "old removed" quests since these are exactly the same, just him in a new spot.

Not sure! I have all the daily achievements I need for now, and I only have one Horde 100 and have completed the scenario by now, but if someone else can test it, give us a heads up!
