IMHO casting while moving was not intended

Actually it depends. The talbuk is +100% speed, like a regular epic mount. So you can be moving at 200% speed while casting, which is completely insane!

I am like 99% sure this was not intended, especially because you're just supposed to do the quest and turn it in. But I am not here to argue wether or not mister Kaizuken agrees it is an exploit. I was just sharing. If you don't want to do it, just don't.

Ok so there might be a bug in the speed of the talbuk in the specific quest "Talbuk Training: Rakkiri", but I can assure you mine has the same speed as a regular mount. I am playing a warlock and a pal. Maybe I'll take some time to do a video tonight

Talbuk is Faster than walking, but not as fast as 100% mounts. ppl who experience the slow mounts probably have Black claw of sethe or Garn tooth Necklace in their bags

You can still get them even after having completed all the quests and fully trained the mounts. This is most likely in order to be able to get the achievements, but it does seem that they intend for you to be able to use the whistles whenever you like.
