1.use your Daily CD (best if you do it at 690-699 cuz you get 9 materials)
2.skill your Profession to 700
3.the old Daily CD turn into a new spell with 3 charges

(tested with Jewelcrafting(EU))
(the book CD will not reset)

Agreed. This is a new spell. It`s like upgrading your mine/herb garden and pickup plants/minerals 2 times in one day. Anyway good to know, some people could miss it.

Something is also bugged with JC Taladite Crystal ive done it 9 times today. It keeps resetting my 3 charges I do not know why but seems like every time i get DC'd from server it resets.
