Today I did a scarlet Halls run on my level 28 hunter via rdf and tabard drop. It was removed in mop but now it drops.

it says its on the loot table with a Drop Chance: 0.68%.

Actually it was added back as a rare drop.

You can do Scarlet Halls on normal mode.
It can also drop from the boss and trash on heroic mode
