Its not technically true!

Actually when you are digitally upgrading from starter or cataclysm, you are egligible for some bulk discount from Blizzard.

Just checked it on the GBP currency in EU Region:

Full upgrade Starter ->WOD is 49.99 GBP, while the Sole WOD upgrade is only 34.99 GBP, so your saving enough, and getting Cata+MoP for 15 GBP only!\\

P.S. They named the full upgrade "World of Warcraft Compete", so you are not technically buying WOD upgrade but WOW Compete lol
