Mogu rune of paralysis free stun

This item: Mogu Rune Of Paralysis, a Justice point item vendored by the Golden Lotus
quartermaster, has an on-use function which casts a red circle. Anything that steps in
the circle is stunned for 4 seconds.

This item was usually ignored because it has poor stats (+800 mastery, that's it) and
wasn't even viable at the start of the expansion.

However, the trinket can be switched after the rune has been put down, essentially
giving you a free stun with no dps loss. This is a small but significant edge with
dungeon trash, adds, rare elites, brawlers guild and some other situations.

This appears to be an oversight: there's no other on-use trinket effect which persists
through a switch.

You put it down and switch before you enter combat.

Its not a *big* deal, but a free 4-second stun per fight makes things faster and easier. Why wouldn't
you use it? given the item is very easy to acquire.

Doesn't seem to work in pvp unfortunately. You can put the circle down
but there doesn't seem to be a stun effect.

(Can actually be useful when protecting a flag as most players don't
know what the circle is and avoid it).

Unfortunately, you swapping out trinkets will put what ever one you're using on cooldown if it's a proc and if it's an on use you have to normally wait 1 min before it comes off CD.

Thanks. I had no idea proc trinkets went on cd. My apologies for wasting any one's time on this.
