You can learn the Glyph of Imp Swarm as soon as you hit level 25 and you'll be able to summon wild imps before level 32.

Looks like, judging from the similar BOK post below, that there is a general bug with glyphs being useable as soon as you fit them rather than what the
tooltip says.

I think it has to do with the new level scaling in dungeons they're adding.
