Step 1) Vendor a BoE Epic. This epic can be previously equipped or soulbound. (You can also Disenchant, but disenchanted item restorations are reviewed by CS)
Step 2) Log out.
Step 3) Get the item restored from the online Battle.net Item Restoration. (This will get rid of whatever you temporarily gained from Disenchanting or vendoring)

Step 4) That item will be delivered to you in your mailbox completely un-soulbound and BoE. Sell it!
Step 5) Once a month has past you will be able to perform another restoration. The item you restored will still be on the restore list.
Step 6) Repeat Steps 3-6 as long as it will let you.
Information:
The grace period that an item stays on the list was previously longer, but now seems to be about three months. This now coincides with the many other "logs". I did this several times across different accounts with expensive BoEs such as Darkmoon Faire Cards (Tiger Deck, Ox, Deck, Crane Deck, Serpent Deck, ect) and wasn't found once.
Do this properly and promptly and you can effectively "dupe" up to two BoEs and unsoulbound an additional one; or if you find this isn't worth the risk, this method can be used to simply unsoulbound a previously BoE item.
