Not really... honestly, with all the queues for scenarios, bg's, LFR's, and dungeons that triggered the reset AAAANNDD the fact everyone parks at the city A stones throw from the quest giver, you'd of been either absent the area to miss it or just non observant/stupid to not notice the "!" on the minimap.

It was doomed to be patched because of its notice-ability.

Also, the quest would reset unintentionally for every single person that did a dungeon, so pretty much half the WoW population will be banned at this rate
