It's not a bug, a mage is just getting really bored and polymorphing all the critters.

Actually it is a bug apparently blizzard has some messed up id on which are mixxing with other critters as far as I know mages don't have flying critters morphs.

I noticed this too, but it was with a large group of critters in VOT4W. None of them had the Mage Polymorph debuff. Caught a couple, they only show up as Bears in the Pet Journal, otherwise they look normal.
