Kicking people after the dungeon is over

Before after a dungeon was complete it was impossible to kick someone via Vote Kick, but when leveling up recently with RAF I've found this to not be true. I can kick whoever I like right after the last boss is dead.

The only real purpose it serves is to get back at the afk guy throughout the dungeon who is trying to turn in his quests at the beginning of the dungeon.
