I think this has been fixed, created my DK two days ago on the Italian server then on my main server on a starter account, logged in and it worked (accepted first quest etc.) Then yesterday I logged in and it said something along the lines of 'This character is locked, please contact Billing for more information.'

Could just be the Starter Edition letting it down, will check and reply once I've upgraded the second account.

i bought the full game mop etc i dont have a lvl 1 char and its letting me make a dk. i will let you know if it gets locked
