From the wowhead comments:
Not sure if this was intended or not but we got this achievement today on 25 man without having all 25 people taken out a dog pet. We joked about the achievement before the pull and counted at least 13-14 people who did have one when the boss died, so the achievement may currently just look to see if you have 10 people in your raid with a pet out.

Just 2 days ago it failed for us in 10 man HC when one of us died at the end of the fight

I'm guessing the 25man achievement check only sees if 10 people have a dog out and alive. No love for 10 man raids.
