So, not sure if it is intended. But currently you can buy "Revered" Valor Gear from the Klaxxi even if you are not Revered.

Haven't checked other Factions Quartermasters yet. But nab in while you can!

If you mean the 450 (recently hot fixed to 458 pieces) then it is working as intended.

This is a hotfix:

The reputation requirement to purchase certain pieces of Mists of Pandaria Valor Point gear have been reduced from Revered to Honored. These include:
Klaxxi - neck items
Golden Lotus - rings
Shado-Pan - cloaks
August Celestials - bracers
