Underwater Breathign requires lvl 40+

I was underwater today and saw i had a few noggenfogger elixirs in my bag and i remembered when you are Skeleton the tooltip says You've Stopped Breathign so i put it on and i could breathe underwater.

Not very useful but if you are underwater doing something it helps a little if you are not a lock.

Maybe because you didn't buy or didn't do noggenfogger's q :P that's not an exploit. Exploit (online gaming) - Wikipedia, the free encyclopedia <--read it to understand what exploit is :P
