Apparantly you can buy gear from a vendor in valley of the 4 winds and put it on a level 2 character at the momment.

world server just went down so the might be fixing it.

On top of the gate in Valley of the Eternal Blossoms. North of the actual gate is the Horde part, South is Alliance.

As for the getting gear on an alt, I don't know how it is done, I was going to try and get gear from my 90 to an enchancter to DE, but it says I am unable to.

Nope, there is still lvl 10 toons killing everything in SW, even the King.
