In 2009 you had to loot it from a Winter Veil Gift.
But in the Christmas Event 2010 it has been added to 4vendors.

So buy it now, before it gets hotfixed (and it will) and when 4.3 comes Live you will earn the Feat of Strength: Red Rider Air Rifle

This is not an exploit. The item was added to the vendor last year and it will remain there. There is nothing game breaking about you buying it early. And the feat of strength has been in the game for some time that I know of.

The Feat is being added in 4.3 (check the PTR notes) so yea, it's most likely going to get removed. Thanks for the tip, I'm a sucker for Feats +rep

I know i'm just lazy site leecher but like 5-6h ago i received ticked response asking about that (i wanted to get my old 2009 rifle back) GM told me that they can't give me old one and i can buy same thing from NPC but i won't get any achievement from vendor one. I don't know if on PTR u get it after buying but thats what GM told me (however i bought it and still hope for achieve ;P) Sadly i don't have screenshot (didn't know that it might help somehow)

As good as it sounds, I doubt it will happen. The FoS on the PTR WoWhead has a requirement of having done the quest that awards the item.

The item in itself is not a requirement, but having done the quest to obtain it is, which means you won't get the achievement if you didn't get it during winter veil.

Ya I got the FoS and i do NOT have the gun when i went to the PTR so having the gun does not give you the achievement it's the quest.
