Do you have to kill the conclave first?

Yes otherwise you cant attack Al'Akir

Atonement heals through walls, but I haven't had much Al'Akir time on my priest to feel out where his version of '15 yards' for atonement falls in that -5 to 50 yard range that it can bounce around in depending on the target.
