Okay let me start by explaing the need or greed system in random dungeons

If I had a paladin healer, I wouldnt be allowed to need on enchanc mail , this prevents ninjaing.

Different armor and weapon specs are set up to stop people from different classes ninjaing stuff they don't need

Today as a mage I ran SM and the tank was being a real jeb and pulled morgrainne before even clearing the sides, so I thought to myself if that shield drops I wish I could need it so much... surprisingly it dropped, even more weirdly I could need on a shield... as a mage... unfortunately I didnt win but he got alittle vexxed that I needed

Working as intended... In all of the old world dungeons there is no real Need Before Greed. It is just an open roll on everything. This happens all the way until at least BC content. Then I think it changes but it could be as late as Lich King content.

You are correct, the roll restrictions are only applied from BC+ since the itemization sucks at low levels.
