This is in fact no exploit. The definition of exploits are using something on where it isn't intended (In this case, blizzard couldn't give half a crap about lines being fair and unfair)
Blizzard doesn't care about this, if there's negative consequence on the player by itself, it's already good for them.
This is common sense and hard to explain to someone who can't understand the concept, it's like learning the bible when you don't even know what god is. (Not trying to slap Atheists or Jews across the face here).

This is so old. I did this in LK even, selling away queues. Best part about this is, if you are a warrior/druid/pally/dk you can sell queues without actually being a tank.

The point is, this is how blizzard intended the game to work. It's the same as queueing up for a random H and getting Grim Batol only to find that your first 3 tanks are intimidated by dragons and instantly leave. To exploit something in this sense means to make use of something unfairly. It is not unfair to join a group and queue up. It is also not unfair for your tank/healer to leave a random dungeon. That means it's not an exploit. You're essentially telling the bouncer that your friend is in the club and you just wanna check if he's in there. Both of you know you're just trying to get in for free.
