I have some simple explanations, why this works and why it is not useful for everyone.
The main thing it does, is making all your spells being instant, even though they need to be casted. The result for your second trick is that casting in the air will be possible due to instants also usually being possible in midair, this is an effect which is seemingly not controlled by the server.
As a result of your spells being instant you GCD will also benefit from this, as your client expects the "packet" for spell unlock earlier than it is supposed to. However this will only bring a major benefit to spells that need to casted and more over for people with a rather bad ping.
As a matter of fact, I do not benefit from this as a Holy Paladin tank, because my rotations is built up on instants and my connection is really good, therefore my combat log does not show any benefit from using this. On my owl druid it does.
