Still possible to skill up weapon in Blasted Lands!

Up in the north with the ogres there is an elite inside, if you go there and hit on that elite you get weapon skill. Its an easy way to gain. You can be AFK for 15 min and come back and you'll have full weapon skill.

You can test it out.
