Constructing Siege engines/Demolishers have a cooldown, and have been since 3.2 started. Not sure what it is probably around 5 minutes.

EDIT: This didn't work at all. Fail.

on my server (alliance only) we get Lieutenant when someone in the raid kills a mob / other player. This works only when the Horde is defending.

So this is worthless imo.

You guys just didnt get it.. This works and is being used tons of times.. You can just group with anyone to get the ranks and you will be able to create Siege Engines.. You can also just group with a group of 10 people and those 10 siege engines right at the beginning will most likely win you WG in several minutes..
