four days I have been trying to get this thing working, no extra cooking awards, today I was standing there 10min's, nada, I am in a low populated realm no problem standing there 25mins but I dont think its worth it.

I'll try this after reset, saying its 60%(or 80% total) is basically unprovable, and superstitious (like above quote, to anyone who remembers that).
If people are told chances are higher, people are going to notice (and note) the fact that they got that item, overall more public about getting it, over not getting it, making the chances seemingly higher. Never the less, blizzard has done some stupid things (4 years and finally we have a warning for getting saved to instances!), and I wouldn't put it past them for there to be some hidden timer for random quests.
Though if this was the case; it would be based on the quest reward bag being a different item, generating a different chances for the badge and other items, wouldn't that also be a different item ID?
Waited 5 minutes after the last person, not an easy task on a high pop server. 0 extra awards.

I have done quite a few cooking dailies and to me it just seems that the different cooking dailies have different % chance to loot an award. I wouldn't say it has anything to do with how long you wait
