I used to be a poor engineer and crafted one for someone else, and got the achuevement. To be honest I thought (And still think) that this is just common sense, theres no exploit, and even the achievement doesn't say you have to learn it :S

But I can confirm that it doesn't need to be sent by mailbox

Just cheated the achievement on 8 people using the post exploit. While doing this, I found an addition variant with less effort.
1st step: give the mechano-hog / chopper to the target person who wants to bug the achievement.
2nd step: let him relog
3rd step: take the mechano-hog back.

He'll get the achievement during relog, so the guild and the people in the near area won't recognize it and won't be sending some evil tickets which maybe have some consequences
