This was a bug from Blizzard that has been fixed. I was specced deep Discipline for Sarth + 3 Drakes and I would get it pre-patch, only if there was another priest in the party specced down into Surge of Light. Instead of reading the crits as "Priest only" it was reading them as "Priests only", thus any priests (even shadow) could cast them.

Again, this has been fixed.

Surge of Light: Prayer of Mending will no longer sometimes cause Surge of Light to trigger on Priests who do not have that talent.
