No "casts".

It is "casts" since the combat log says eg "Canbus casts Heroic Strike"

not "You casts Heroic Strike"

That weapon dealing more damage than the tooltip claims is not a bug, it's a feature. Enti is the nickname for some high placed guy at Blizzard development. Awkward that WoWwiki doesn't seem to know much about him though.
