Stated from a blue post ( I do not have the source handy, so feel free to ignore me if you need proof ) Honor Amongst Thieves cooldown is per person in the group.
IE: Shaman, Hunter, Druid, Rogue, Paladin.
The rogue recieves one combo point each time someone crits, and that person cannot give the rogue another combo point for one second.
So shaman crits ( combo point ) crits again ( less than a second ) crits again ( combo point ), etc.
If the shaman and paladin crit at similar time, the rogue gets two points ( AS INTENDED ) and neither can send him a combo point for another second.
So if all four of them were critting once a second, he would get a constant +4 combo points
with a second cooldown betwween each group of 4 ( as intended ). The cooldown is per PLAYER giving the rogue points, not a cooldown for the rogue gaining points from players.
