Not at exploit, working as intended. Blizzard added a racial to nightelves so they dont get detected in shadowmeld. This was a the cost of giving it a 2 minute cooldown. I dont know about you, but 2 mins is a long time. Specially in arena

The cd is because it takes you out of combat. Almost like a vanish of sorts. Flares are supposed reveal all hidden or stealthed targets.

but elusiveness or w/e its called made it improved so it doesnt get broken. Which is what blizz wanted therefor not really an exploit?
