Latency isn't a factor using this 'exploit'. To time it correctly with slower, or really any connection, you could T&E until you find where you need to cast, or you can download Quartz. Quartz is a cast bar add-on that not only shows you an in-depth summary of what you're casting, but also integrates lag into the cast bar, giving you a red line to show when you need to begin your next cast.

Also, you can manipulate this even further if you have the healing trinket from HMgT. Since all heals are based on your crit, and trinkets don't activate the GCD, if you make a macro to cast the trinket and Holy Shock at the same time (I use it in arenas, such a lifesaver), you can gain a TRIPLE crit. One crit from the initial Holy Light, and then two from the Shock / Trinket. Fully charged the trinket heals for 3k so it's nothing to scoff at. ATM my highest crits were over 15.5k combined. You should see the whispers I get from Warlocks asking me how the heck I topped them off in one heal! :P

It may be similar to the Frost Mage's "Shatter Combo" but it gives a totally different application for the exploit.
