Well, it does break it...mostly. Best case scenario you get an easier ghetto hearth, or rather, you can look at it as 2 hearthstones per hour. Hearthstone once, do whatever, then use your transporter, leave group, and you get another hearthstone.

It has some use, but it is not an exploit because it is working as intended. I'm sure blizzard realized the implications of allowing you to teleport to an instance when they created this item, hence, the 1 hour cooldown.
