There is not two raid leaders.
All there is here, is one raid leader, and one battleground leader. The battleground leader has colored text, and the raid leader has colored text. If you are in a raid outside the battleground, while you're inside the battleground; your battleground leader will have colored text, and your raid leader will have colored text.
Nobody else in the outside raid can see the battleground leader's chat, and nobody in the battleground can see your raid leader's chat. Even if you are the battleground leader, your raid won't see you as a leader, because you're not the leader of the raid. Only those in the battleground will see it.
Example:
BGplayerA has BG leader, but is not in the raid
BGplayerB is in the BG, and in the raid
BGplayerC is in the BG, and not in the raid
RaidplayerA has raid leader, but is not in the BG
RaidplayerB is in the raid, and in the BG
RaidplayerC is in the raid, and not in the BG
The following players can see the BG leader's chat color, and not the raid leader:
BGplayerA
BGplayerC
The following players can see the raid leader's chat color, and not the BG leader:
RaidplayerA
RaidplayerB
The following players can see both:
BGplayerB
RaidplayerB
Now lets assume BGplayerB gets leader of the BG, and is still in the raid, but does not have raid leader.
The following players will see BGplayerB as the leader:
BGplayerA
BGplayerB
BGplayerC
RaidplayerB (because RaidplayerB is in the raid)
All members outside the BG will NOT see BGplayerB as leader, even though he is in the raid.
Please note, if BGplayerB speaks in raid chat rather than BG chat, he will be colored as if he is the raid leader. This will only occur on his own screen, nobody else outside the BG will see it.
