Has a lot to do, with how much spam they can force down their users throats. Like they may require you to open the link and "vote" in order to login the game or view their website.

Some top sites, allow people to buy their way to the top as well. Once you're up there, then they automatically give you X amount of votes per day.

There is another trick for Aardvark type top 100 lists, in which you simply place the same code in multiple places. As every page view, is considered a vote. So 10 links on a site, and 100 visitors, is 1000 votes. Usually, you simply limit the size of the banner to 1 pixel in size.
