This error is pretty much always caused by a dll or compile error, this usually happens when a dll is not the same architecture as the server was built on. If my guess is right your using that 5.4.8 repack, if that's the case make sure all dlls are 32 bit only, if you acutally compiled the core yourself make sure that u set it to build the right one under configuration settings. So triple. Check all your dlls again and remove and have only one type in server folder either 32 bit or 64 not both.

I guess you have problem with dll files. Try to load it from here http://fix4dll.com/msvcp110_dll . Then U need to replace the old files by new in the folder and reboot the computer. Then launch the program. It should help.

This is extremely bad advise. Replacing DLL's is never a good idea.

You need to install the correct runtime and the correct version (x86 or 64 bit). You won't know which is the correct version without knowing what it was compiled with. I would try getting the 2013 C++ re-distributable x86 runtime, and if that doesn't work then you will need to contact the repack author.
