(Core 5.4.8) Force spawn of NPC's

Been working on my achievements.
Looking for the rare spawns for the kills.
My server has been up and running for several days, and many of the rare NPC's have not spawned in that time.
I know, that's why they call them rare. But really, is there a way to force a specific NPC to spawn.
For example, NPC 32153 / Time Lost Proto Drake. Been search for that one for three years. lol

Just wondering. I'd like to complete these quests (without using the GM Achievement commands)
