How to setup WoD Private Server

So I have went through the WoD Sandbox, here: [Release] Sandbox - Warlords of Draenor Beta - Page 112

All though, I have got no idea on how to setup this... If anybody knows, it would be much appreciated.

its not a private server. its a sandbox. no possibility to spawn npc´ßs, do quests or something like this. it was just to see the buildings etc

What Mckemo said is correct, just a sandbox for you to be Dora The Explorer in and nothing more, no quests, no nothin' Don't you think if doing this was possible, that it would be risky? Blizzard would, let's say, drop down on all fours coming after you if you make such a think go public and get players and so forth.
That is just my imagination when it comes to Blizzard hunting private servers.

Thank you, I guess... Well, if it's not possible to have a Warlords of Draenor private server than maybe it is to have a Mists of Pandaria, all though Apex gives you a really good option, its full of bugs and errors.

If you guys know how to get it, then I would appreciate it a lot.
